A General File
A buyer typically holds a general “file” representing their place in the process, without a specific, mapped plot number attached.
If you're considering a plot in one of Islamabad's newer or still-developing sectors, you'll often come across terms like possession, balloting, and plot file. These describe different stages a plot goes through before it's ready to build on — and understanding the difference matters before you commit. This page explains what each term means, why it matters, and what to ask about before buying.
Understand the Process →Possession refers to the stage where a plot has been physically developed — roads, boundaries, and basic infrastructure are in place — and the relevant authority has formally handed it over to the allottee.
A plot with possession is generally ready, or close to ready, for construction.
Possession is usually granted through an official process by the relevant development authority, such as CDA, and is typically marked by a specific event or notification.
For example, CDA held a possession event for Sector I-15 in November 2025, handing over thousands of developed plots to allottees after years of development.
Not every plot in a sector reaches possession at the same time — development often happens in phases.

Balloting is the process used to randomly assign specific plot numbers to applicants or file-holders once a sector or block is ready for allotment.
A buyer typically holds a general “file” representing their place in the process, without a specific, mapped plot number attached.
That file is converted into an allotment for a specific, identified plot — though the plot may still need further development before it reaches possession stage.
Balloting dates and procedures are set and announced by the relevant development authority, not by individual sellers or agents.
A plot file is a document representing an allotment or application within a sector or scheme, before a specific plot has been finalized through balloting and before physical possession is granted.
Not yet a specific developed plot.
Plot files are commonly bought and sold in Islamabad's property market, particularly in sectors that are still under development.
Buying a plot file means you're buying into a position in the process — not yet a specific, developed, ready-to-build plot.
This isn't inherently a problem, but it's important to understand exactly what stage a file is at before deciding what to pay for it.
What's the difference?
This is one of the most important distinctions to understand before buying in a developing sector:
A plot file represents a position in the allotment process — no specific, developed plot yet.
A balloted plot has a specific plot number assigned, but may still be undeveloped.
A possession-ready plot has been physically developed and formally handed over — the closest to “ready to build”.
Each stage typically reflects a different price point and a different level of certainty. Neither stage is inherently “bad” — many buyers specifically look for file-stage opportunities in developing sectors.
What matters is knowing exactly which stage you're being offered, and pricing your decision accordingly.
Not every Islamabad sector is at the same stage of development. Understanding that difference helps explain why possession, balloting and plot files matter more in some areas than others.
Established sectors, such as F-11, are already fully developed — most of what's available there is built property or long-since-developed plots.
Newer sectors are still going through development, balloting, and possession stages, which means plot files and partially developed plots are more common there.
Browse our New Development Sectors page for areas currently under active development, if you're specifically interested in a growing area rather than an established one.
Before buying a plot file or a plot in a developing sector, it's worth asking the right questions first.
You don't need to have all the answers yourself — these are exactly the questions worth raising before making a decision.
DEVELOPING SECTOR PROPERTYIs it a file, balloted, or possession-ready?
Ask what documentation supports the stated stage of the property or file.
