How to Check if a Housing Society Is Approved in Islamabad

Plots in Islamabad are often sold by name, from a brochure or on a friend’s word. Dealers share lists of approved
housing societies in Islamabad, but a name on a list says little about the plot in front of you. Two public lists can
answer the question in a few minutes. This guide shows where they are, how to read them, and where they stop being
useful. We wrote it for buyers who have a society name and want to know, before paying, whether it is approved. Everything
below comes from the pages named in the text, read on 11 October 2026. Where a source gives no date or no detail,
we say so.

Who approves housing societies in Islamabad?

Not every society sold under an Islamabad name answers to the same authority. Inside Islamabad Capital Territory
(ICT), the Capital Development Authority (CDA) approves private housing schemes under the CDA Ordinance, 1960.
Its approval has two steps: a layout plan (LOP) first, then a No Objection Certificate (NOC). According to CDA’s own notice, the sponsor may start development work and sell plots only after the NOC.

CDA says Islamabad is divided into five zones under the 1992 zoning regulations. Zones 2 and 5 were set aside for
private housing, and Zone 4 was added in 2010. CDA also issues a Completion Certificate once a scheme is
developed.

Two other bodies appear on CDA’s page. Co-operative societies are overseen by the ICT Registrar, and private limited
companies by the Securities and Exchange Commission of Pakistan (SECP), while CDA regulates development.
Several projects marketed under an “Islamabad” name sit in Rawalpindi district instead, and those are checked with
the Rawalpindi Development Authority (RDA). See our overview of Islamabad-adjacent projects.

Check if a housing society is approved in Islamabad: 5 steps

Follow the steps in this order. Each one takes a few minutes.

Step 1: Find out which authority covers the project

Ask the seller for the exact location: the zone and road for an ICT project, or the tehsil and district for a Rawalpindi-side
project. Confirm it on a map yourself. A project that says “Islamabad” in its name but lies across the boundary is an
RDA matter, not a CDA one.

Step 2: Look the scheme up on CDA's private housing schemes list

Open CDA’s private housing schemes page. When we read it, it listed 70 schemes alphabetically. There is no search
box, so use the A to Z letters, or “All”. Each entry shows the zone, the road, the area in kanal, the LOP status and the
NOC status.

Many dealers publish their own “CDA approved housing societies” lists. Use CDA’s page instead, because a copy
cannot tell you when it was last checked.

  • Find the exact name and the exact phase. Different phases can carry different statuses.
  • LOP status is shown as “Approved”, “Cancelled” or “Provisional Approval”.
  • NOC status is shown as “Issued”, “Not Issued” or “Cancelled”, and in one entry as “Approved”.

In our reading, a scheme with an approved LOP and an issued or approved NOC has passed both of CDA’s steps.
CDA’s page does not explain “Provisional Approval”, so ask CDA’s planning wing what it allows before you pay.

Step 3: Search CDA's illegal housing schemes list

Open CDA’s illegal housing schemes page. It has an A to Z filter and about 98 entries, each with a name and usually a
location. Some entries look like spelling variants of the same scheme, so the number of distinct schemes may be
lower.

CDA’s notice on that page says plots are being sold in the name of these schemes, and that their sponsors have not
obtained any approval or NOC from CDA. Search for more than one spelling of the name. Being absent from this list is not
proof of approval.

Step 4: If the project is on the Rawalpindi side, check RDA

Use RDA’s private housing schemes page. When we checked, the page loaded its list with JavaScript and our tools
could not read it, so open it in a normal browser. In February 2026 The Nation reported that RDA had reissued a list of
293 illegal schemes and told the public to verify a scheme’s status on the RDA website. Use the list RDA shows today,
not a copy on a dealer’s page.

Step 5: Match the name, phase and block, then ask for the papers

A scheme can be approved while one phase or block is not. Ask the seller for the papers listed further down, then
compare them with the list entry. If anything does not match, stop and ask. Our property verification service does this
comparison for buyers.

Once you know how to check if a housing society is approved in Islamabad, the papers become the real test. An
approval on a list is the start of your checking, not the end of it.

What LOP and NOC Mean in Plain Words

Term What it is Where you see it
LOP (layout plan) CDA's first approval step. It approves how the land is laid out. CDA private list, field "LOP"
NOC (No Objection Certificate) The second step. After it, the sponsor may begin development and sell plots, says CDA. CDA private list, field "NOC"
Completion Certificate Issued by CDA when a scheme's development is complete. Mentioned in CDA's introduction
Possession Handover of a plot to its buyer. A separate matter from approval. Read our possession and balloting guide

What the lists do not tell you

  1. No date. Neither CDA page shows a last-updated date. The footer of both reads “Copyright © 2024”. Treat each list
as a snapshot and note the day you read it.
  2. Your plot. CDA’s own page says sponsors handle plot allotments and transfers without CDA’s check or involvement. An approved scheme does not prove that your seller owns your plot.
  3. Price, possession or progress. The lists say nothing about any of these.
  4. Newer tools. In July 2025, ProPakistani reported that CDA was building a central database of societies, with layout plans, NOC status, and plot numbers approved and sold. We could not confirm that it is live, so recheck before relying on it.
  5. The scale of the problem. In February 2026, Pakistan Observer reported that CDA had identified 96 private schemes it had not approved.

Name traps that fool buyers

Names repeat. Two projects with close names can sit in different places and under different authorities, and “Phase 2”
may carry a different approval from “Phase 1”. Match the location, phase, and block, not only the name.
Our pages on University Town and Faisal Town Phase 2 show how we handle this, with dated status blocks and
named sources. The pages for Top City-1, Faisal Hills and Park View City do the same.

Documents to ask for before you pay

  1. Block, street, and plot number.
  2. The NOC or layout-plan reference that covers that block.
  3. The possession status of that exact plot.
  4. The developer’s allotment or booking document.
  5. The ownership record and who the seller really is.
  6. Transfer and payment receipts in the developer’s name.

If the answers are vague, treat that as information. A seller with clean papers can usually show them the same day.

PROPERTY VERIFICATION SUPPORT

Check a Society Before You Pay

Dua Estate & Marketing works from G-11 Markaz, Islamabad. Send us the society name and the plot details and we will check the CDA or RDA entry against your papers.

What to do if a society is on the illegal list

Do not pay. Ask the seller, in writing, why the scheme is listed and what approval they hold. Keep every receipt and
message if you have already paid, and speak to a property lawyer. We do not give legal advice, and each case
depends on the papers.

Frequently asked questions

Is every society on CDA's list safe to buy in?

No. The list shows LOP and NOC status for the scheme. CDA's page says sponsors handle allotments and transfers without CDA's involvement, so you still need to verify your own plot and seller.

If a society is not on CDA's list, is it illegal?

Not necessarily. It may lie outside Islamabad and come under RDA or another authority. Check the illegal list and the authority for its location, then ask the seller for the approval papers.

What does "Provisional Approval" mean?

CDA's page uses the words for some LOP entries but does not explain them. Ask CDA's planning wing what the status allows before you pay anything.

Where do I check a society on the Rawalpindi side?

On RDA's private housing schemes page. Open it in a normal browser, because the list loads with JavaScript and may not show in a quick preview.

How often should I re-check a society?

Before every payment. The CDA pages show no update date, and RDA reissued its illegal list in February 2026, so an old screenshot can be out of date.

Does an NOC mean I can get possession?

No. An NOC lets the sponsor begin development and sell plots. Possession depends on development and on the developer's handover. See our guide to possession and balloting.

Can Dua Estate check a society for me?

Yes. Send the society name, phase and block, and we compare the official entry with the seller's documents. See our services or contact us.
