Tenant Registration in Islamabad: Police Form, Documents and Steps

ARTICLE GUIDE

Renting out a house, flat or shop in Islamabad takes more than a key and a handshake. Islamabad Police ask for
tenants to be registered, and the registration page calls the service “Registration of tenants for public safety”.
Landlords, tenants and property dealers all have a part to play.
We wrote this guide for landlords first and tenants second. It follows the steps described by Zameen in 2021 and by
LEAP Pakistan in 2017, and it says plainly what those sources leave out. Form screens change, so where this guide
differs from the live form, follow the form.

Tenant registration in Islamabad: who needs it?

A 2021 Zameen guide says all tenants are supposed to register at the nearest police station, and that an online form is
available on the Islamabad Police website. A 2017 LEAP Pakistan report adds that the form has a section for landlords
as well as tenants, and that property dealers must submit details of the tenants they place. The same report says the form covers Pakistani citizens and foreigners.

The requirement has been repeated by the authorities. In January 2022, Zameen reported that the capital
administration had issued an order under Section 144 barring owners, dealers and brokers from renting out a property
without giving the tenant’s details to police. In August 2023, Zameen reported an Islamabad Police drive in which
34,211 tenants and 18,342 domestic workers had been registered by 21 August, with officers visiting homes under a
“Knock the Door” campaign.

In our reading, if you let or rent a property in Islamabad, plan to register it. We could not confirm whether the 2022
order is still in force, so ask your police station for the current position.

What you need before you start

Gather these before you open the form. The list follows the fields described in Zameen’s 2021 guide, plus two items
reported in 2017.

Online tenant registration in Islamabad: 6 steps

These steps follow the tenant registration form as described in 2021. Treat them as a map, and let the live form lead.

  1. Open the Islamabad Police tenant registration page, listed under public services as “Registration of tenants for
    public safety”.
  2. Choose whether you are the owner or the tenant. The form asks which one you are.
  3. Enter the tenant’s details: NIC number, name, guardian, phone number, gender and permanent address.
  4. Enter the property’s address, sector and type, and the dates of the agreement.
  5. Upload the tenant’s recent photo and a scan of the rent agreement. Keep each file under 5 MB.
  6. Tick the confirmation box and submit. Zameen’s guide warns that wrong details can lead to legal action, so check
every field first, then save a screenshot of the confirmation.

You can also register in person. The 2023 report says citizens can register at police stations or Police Khidmat Marakiz
as well as online, and that the tenant should be present.

Send Us the Society Name and Block

Not sure how to read the CDA entry? Send us the name, phase and block. We read the entry, compare it with the seller's papers and tell you what matches and what does not.

If a property dealer arranged the rent

The 2017 report says dealers must submit the details of tenants they place, and the form has a place for the dealer’s
details. Do not assume it has been done. Ask your dealer whether the tenant has been submitted, and ask to see the
confirmation.

Write the rent agreement so the form matches

The form asks for the agreement’s dates and a scan of the agreement, so write and sign it first. A clear agreement also
protects both sides. Include at least these points.

• Full names and NIC numbers of both parties, exactly as on the NICs.
• Full property address and sector.
• Monthly rent, the due date and how it is paid.
• Security deposit and the conditions for returning it.
• Start date and length of the tenancy.
• How and when the rent can change.
• Who pays utilities, maintenance and repairs.

• Notice period and reasons for ending the tenancy.
• Condition of the property at handover, ideally with dated photos.
• Signatures of both parties and two witnesses.

Ask a lawyer about stamp paper and any registration the agreement needs, because we found no current official rule
on it. A 2017 Zameen guide to rental laws names the Islamabad Rent Restriction Ordinance, 2001 as the rent law and
says the Controller of Rents hears first-instance rent disputes. Read the ordinance itself before relying on any blog for
rent increases or eviction.

Residential and commercial tenants

The form asks for the property type, and the 2017 report lists residential, commercial, agricultural and industrial. A
shop in G-11 Markaz is a commercial tenancy, so pick commercial and enter the business tenant’s details as the form
asks.
See our pages for houses for rent, apartments for rent and commercial for rent. Our G-11 page covers the sector we
work from, and the properties for rent hub shows all three categories.

Common mistakes that hold things up

• The name does not match the NIC.
• The photo or the scan is blurry or over the size limit.
• The sector or the property type is wrong.
• The dates on the form differ from the dates in the agreement.
• No copy of the confirmation is kept.

Fixing these takes minutes before you submit and much longer after.

What the sources do not say

None of the sources we read states a fee for registering, and none names a penalty for skipping it. A 2018 Canadian
immigration board research response found no Islamabad Capital Territory tenancy law in its search and said the
police had not strictly enforced tenancy rules. Do not trust anyone who quotes a fine without naming the law.

Frequently asked questions

Is tenant registration in Islamabad free?

None of the sources we read mentions a fee. A 2018 research response said tenant registration generally carries no direct fee, but not specifically for Islamabad. Check the live police page before you start.

Who registers, the landlord or the tenant?

The form asks whether you are the owner or the tenant. Zameen's guide says tenants are supposed to register, and the 2022 order speaks of owners, dealers and brokers, so agree in advance who submits it.

Do foreigners need to register?

LEAP Pakistan's 2017 report says the form applies to Pakistani citizens and foreigners. Check the live form for the passport fields.

Can I register without a rent agreement?

The form asks for a scan of the rent agreement, so write and sign one first. Our checklist above shows what to put in it.

Is there a penalty for not registering?

None of the sources we read states one or names a law that does. Ask your police station for the current position.

Does registration replace a rent agreement?

No. Registration records who is living in the property. The agreement sets the rent, deposit and terms between landlord and tenant.

Where is the official page?

On the Islamabad Police website under public services, as "Registration of tenants for public safety". We link it in step 1. See also our properties for rent.
